A Gaussian noise filter can be applied in DAW's like Audacity, that basically takes broadband noise, inverts it, and then merges it back into the audio stream, effectively canceling a great deal of real noise and giving you a better signal to noise ratio so that discreet frequencies are enhanced. Would be worth trying, and Audacity is free.
Addendum: The process works much better on .wav (lossless digitized audio) than it does on .mp3 (processed, compressed and lossy). MP3 decoders already do some noise cancellation and compression which gives you less to work with.
