The Democrats were upset with Comey because it looked like he was trying to manipulate the election. Three days later he REPEATED that here was nothing to indict Clinton on.

Comey is so "by the book" it's obscene at times.

so he is clearly discussing the people in the intelligence community when he says he heard this is what they have said.
