Well, I need help circumventing the local government. Need some legal advice

Oh, I'm not too worried - It's not like I'm actually conspiring against them or anything. I'm not going to break laws, or go against the will of the town and citizens alike.

I just want to make sure that if I have a chance at starting something, I'm not stopped by bureaucracy alone, which giving the town hall a call, it doesn't seem like is the case, as is rumored. If they were smart enough to follow this thread, they'll see that I'm less wanting to do anything drastic, and more just wanting to claim a spot for myself in making money from the same source we all make money.
