He backtracked and said that the plan to release Manning was in place when he made that promise. Plus he hasn't been offered clemency, as far as I understand it.

No. His stipulations were not met. Chelsea Manning's sentence was to be done away with entirely, rather than just reduced.

The exact word he used was clemency. Not pardon. Commutation is a form of clemency.

So if he was going to surrender, then why would they need so many police ? Another waste of tax payers money, all to nick the truth telling man. Over the top as usual all armed to the teeth for one guy with out weapons who was going to hand himself in. Instead of wasting our money on this bs, they should be arresting some paedo`s or else having a chat with those Israeli diplomats, who were planning to take down one of our MPs.
