The laws of quantum mechanics apply to physical substance made up of atoms and their constituents existing in space-time. By definition, the soul is immaterial, exists outside of space-time and is not subject to the laws of physical matter. So, Hameroff, stop making a fool of yourself with such metaphysical nonsense. Even better, take a few lessons in philosophy because you appear to be very confused in your concepts.

Actually while it is a strongly held belief that the soul exist outside of space-time it is a belief that could be completely wrong. The idea being that the soul is a part of physicality but outside the range of perception, based on the common
senses.

Hameroff is correct that is actually possible.
