The continuing construction and expansion at Groom Lake is because the National Classified Test Facility (Area 51) is as busy as it has ever been.
Nothing has shut down or moved away to another location.
The picture you posted of the site in New Mexico is the National Radar Cross Section Test Facility (NRTF). Formerly known as RATSCAT, which began
measuring radar scattering in 1963, the NRTF is comprised of two complementary sites, Mainsite and the RATSCAT Advanced Measurement System (RAMS).
The NRTF is operated by the U.S. Air Force’s 781st Test Squadron. It can be used for RCS characterization of either subscale models or full scale
aerodynamic vehicles, and for antenna radiation pattern development.
