No EO takes place instantaneously. Even federal laws don't. The Volstead Act that declared nationwide prohibition didn't even kick in until several months later. If a sitting POTUS did try something like this, it wouldn't be an interesting way to declare martial law, it would be an entertaining way of seeing exactly how quickly Congress discovers bipartisanship and files articles of impeachment.

They tried to ban VERY large ones, but you could still buy 2 large. That was very different.
