I remembered that Edward Snowden, played by Joseph Gordon-Levitt, mentioned that the NSA had malware planted in Japan, Germany, and Austria that would shut down the countries' electricity grid and cause nation-wide blackouts, but I can't remember the other countries that he mentioned.

Just found out that China can shut down the US supply.

So I think you should flip the switch to them all (before they do) and do a Snake Plistkin and send everyone back to the stone age to start again.

I think we saw dry runs of this recently.

A localized EAS (emergency alert system) was hacked in Utica, NY a month or two ago.

ISP's were brought down in several regions shortly after.

Tornado sirens (though they didn't say hacked it appeared so) in Colorado.

And large websites crippled, all within a month. I didn't hear anything about water, electricity or other critical infrastructure as may have crossed the line.

We (Britain) act as a loophole for the US intelligence agency's as stateside law's as you know TECHNICALLY curtail there surveillance of there own citizen's so the US intelligence needed a safe harbor, someone that was completely there's but whom could provide them with plausible deniability, hence GCHQ which is perhaps the west's most advanced listening post and though officially British is essentially a US military and intelligence installation and there they have been monitoring the majority of if not actually all US internal communication's since the late 1970's.

If there was a kill switch outside the state's that is not internet related then it would have been the state's who set it up themselves and probably in a British flagged territory like the Chagos island's or even GCHQ, it would not be used to destroy but to control America on behalf of the elite.
