The elements stoking these riots are likely hoping for something like this. They are using their paid useful idiots as potential cannon fodder, hoping for an incident they can use to to stoke an even bigger fire. Think of these riots as the first flames on tinder. They want that even that causes the fire to actually catch into the main firewood.

The national guard should've been on deck after the second straight day of rioting. Law enforcement aren't doing their jobs or ill equipped to handle the magnitude of people destroying their cities. Try to mess with the national guard riot squads and see what happens... I won't be pretty.
