Sadly, he didn't even change the pronunciation - - - like "Boner" did (Boehner).
Right - - - Boehner is pronounced "Bayner". Sure it is.
The quick answer is that people can choose to pronounce their names any way they want.
The longer answer is that the /oe/ combination is rare in English, and I assume that Boehner's name is German. Because English doesn't use diacritical marks the way some other languages do, /oe/ is often used to represent /ö/ that is used in German. (That's "O-umlaut," in case it doesn't show up properly in your browser.)
Besides being a letter that isn't used in English, /ö/ represents a vowel in German that doesn't exist in English. We use the sound of long-A instead, the vowel sound in the word bay.
For the same reason, the German name "König" is usually spelled "Koenig" in English, and pronounced "Kaynig."
