Yes, that is one of the possible levels of meaning, But it is only one of the possible interpretations of Delphinios.

Delphi received its name via delphys because of the older tradition that the location was "the womb of the world".

I received an email that the name of the alleged underground base is "Delphi"and is located near Parque Nacional Vicente Pérez Rosales in Chile. This area in Chile is sometimes called the Lake District but I have heard it most often referred to as 'Chile's Alps'. Following up now on a lead given in the email, and I will see if this produces anything useful.
