Going in for a kiss without asking for permission first happens thousands of time every single day, if not millions, and it's done by both men and women. It's also how many relationships get started.
Of course a kiss isn't always welcome, and when it isn't, a slap in the face is the worst that can happen. The judicial system would grind to a halt if people went to court every time it happened.
