Not really. There are 2 individual unique events in this scenario. Who's to say that the man who had dinner bought doesn't cross the street trying to scavenge dessert, causes a car accident killing the children of some military commander. This same commander decides to use his judgement in building a case against a nation based on dubious evidence - unleash the dogs of war -
