I'm a 7th Level Elf with +4 Dexterity and a bow that delivers +10 Damage.
Although I'm not a "person" I do count as half points towards one, so now you only need 3.5 more people to talk to.
If Peeple shows up then he counts for 2 so that would leave you only needing 1.5 more.
