Basically, a web of people, notably from Public works, paid out 10's of millions of dollars in commissions and such to communications companies for the purpose, it is purported, of awarding supporters of the liberal party. Many regualtions were broken and the latter statements are after 1.5 years of inquiry and audits. Check the link.
