I remember when Trump started speaking directly to "blacks" (I still find the term nauseating), Don Lemon and Van Jones from CNN were saying how condescending it was to do so in front of a "mostly white audience", that someone like Robert Kennedy would speak directly to them (evoking, as they always do, the 60s). He is definitely campaigning for their support, but I don't think pandering is being used according to its proper definition. Unless, of course, you could explain how he is pandering.
