Coincidently, that's likely why a good portion of these shootings are happening, one business is infringing on another's corner, stealing customers, whatever.

If there is harmony then their "special skills" won't be needed. What "Special Skills" You ask? They must have some or why do they keep getting called? Check their financials and try and figure out how much $$ they have amassed by doing 'non-profit' work.
I worked in a section of a med.lg Ca. city and in the mid 90s We led the league in murders per capita. This was the tail end of 'The Crack War' That was when the Urban male (read: Black or 'other') went to PRISON for coming up w/the idea of 'rocking it up' making a smokable form of coc aine. These folks were usually non-affluent and non-voters. They received sentences of 20-25 years and are just now getting out of prison. In the suburbs, the affluent, voting, usual white received PROBATION for using the same drug but in a powder form. CocaineHCL hydrochloride. A majority of these murders were drug related. Either a large sum of $$ was owed or trying to eliminate the competition.

But to type there is just 1 answer We'd be kidding ourselves. When I looked at this like that I thought maybe all that "fly over land" and try and build a new City out in the middle of nowhere. Hire the folks from all over. They build everything, from the roads to get there to the houses they'll live in and the stores that they will shop in. I'm thinking this will build in some "Pride of Ownership" It is easy to give up if You have no skin in the game..

Bring it up in discussion and the gibberish starts flowing. 'The violence is a function of white privileged.' 'Trump is fueling the bigotry, it's his fault.' 'Why are you overlooking what the police are doing?' On and on in an avalanche of non sequitur.
It's insanity trying to discuss the issue. Personal responsibility and the human condition are foreign concepts I guess. The crux of it all is if some NFL player stands or sits for the national anthem. Meanwhile the hospitals and morgues fill up.
It makes me want to give up.

1 Preamble
The relationship and authority of states and the federal government are governed by the U.S. Constitution. The federal government is delegated certain enumerated powers while all other powers not otherwise prohibited by the Constitution are reserved to the states. America has thrived as a nation of laws with a strong national and international identity anchored by the diversity and innovation of representative self government in the states. It is vital that the National Governors Association works to preserve and promote a balanced relationship between the states, territories and the Commonwealth of Puerto Rico (herein referred to as “States”) and the federal government.
2 Principles for State-Federal Relations
Governors believe that federal action should be limited to those duties and powers delegated to the federal government under the Constitution. We favor the preservation of state sovereignty when legislating or regulating activity in the states. To ensure the proper balance between state and federal action and to promote a strong and cooperative state-federal relationship, governors encourage federal officials to adhere to the following guidelines when developing laws and regulations.
2.1 Exercise Federal Forbearance. Governors recommend that:
Federal action should be limited to situations in which constitutional authority for action is clear and certain.
Federal action should be limited to problems that are truly national in scope.
Federal action should be sensitive to each state’s ability to bring a unique blend of resources and approaches to common problems.
Unless the national interest is at risk, federal action should not preempt additional state action.
2.2 Avoid Federal Preemption of State Laws and Policies. Governors recognize the need for federal intervention should states fail to act collectively on issues of legitimate concern. Preemption of state laws, however, should be the exception rather than the rule. This is especially true in areas of primary state responsibility, including education, insurance regulation, criminal justice, preservation of the dual banking system, preservation of state securities regulation, and the management of state personnel programs.
CHICAGO -- Members of Operation PUSH announced Saturday they want President Obama to declare a state of emergency in Chicago as gun violence continues to plague the city.
Reverend Jesse Jackson today called for a White House conference on gun violence in Chicago, urging the president to return home to address the issue.
The president recently visited Roseburg, Ore., after the shooting at a community college there, and Rev. Jackson believes focus should also be put on Chicago.
Since the first of the year, nearly 2,400 people have been shot -- more than 350 killed.
On Friday night, three people were shot on the West Side, an area PUSH members call the most violent in Chicago.
Rev. Jackson says he is not pointing fingers at Mayor Emanuel or Chicago Police Supt. Garry McCarthy.
If a White House conference were to happen, Jackson says he wants the focus to be on economic empowerment, sensible gun regulation and resources for mental health treatment.
There is no more irregular use of force than the use of force
domestically. There are rare times, however, when the
Commander-in-Chief can, and must, order federal troops to
respond to internal crises—whether catastrophic natural
disasters, devastating nuclear accidents, or terrorist attacks.
At times, the President may even have to direct federal
forces to ensure the equitable enforcement of federal law,
including civil rights laws, against armed opposition. It is
therefore critical to understand presidential emergency and
war powers relative to the powers wielded by those who
could most readily enhance or undermine these presidential
efforts: the power of the state governors.
In 2006, Congress joined the attack on federalism,6 passing a law
specifically authorizing the President, without state request or consent, to
use the armed forces to restore public order after a “natural disaster,
epidemic, or other serious public health emergency, terrorist attack or
incident, or other condition.”7 All fifty governors opposed this statute,
viewing it as a presidential power grab. They succeeded in getting it
repealed one year later.8 For then-Arizona Governor Janet Napolitano, later
President Obama’s Secretary of Homeland Security, this statute would
“cause confusion in the command-and-control of the National Guard and
interfere with states’ ability to respond to natural disasters within their
borders.”9

Ideas:
Set up a State/City/Federal government crime commission
Emergency powers for the mayor to declare certain areas of Chicago subject to massive police intrusion: Local police, State Troopers, ATF, and FBI for gang destruction and even Trained Vigilante groups and squads activated to monitor and arrest known gang members.
Get the state legislature to enact laws criminalizing the very existence of gangs just like it’s a crime to be a member of ISIS. Use RICO Statutes just like they did against the mafia.
Add more prosecutors in order to initiate swift justice to the street criminals
The fact that they don't do this type operation is in itself suspicious and BLACK PEOPLE SHOULD BE RAILING AGAINST OBAMA!!!! And the state/city/government politicians
