When Saudi Arabia gives money to the Clinton foundation, it doesn't come no strings attached.
That same money would be used in Louisiana.
The Clinton's are a nefarious bunch, using the money they generate via speaking fees or foundation donations for their own personal benefit.
If the Clinton foundation is donating to Louisiana, they will without a doubt be getting something in return. It's how they roll.

The question is what % of the donations made by Clinton Foundation, actually made it to the people in need, not kicked back to them for administration costs.
