Like I always say to those that don't want police to be "militarized," anything the police have they can too (which I think is good) if they have the money.
Furthermore, citizens can take weapons training courses which provide much more in depth training than the average patrol officer receives.

They have scanners and sensors for use with those bots that can actually tell if he is wired, they also have gas canisters that render people unconscious -vs- rendering them dead.

Yeah, I have to agree with you, even though there isn't any credible evidence that he wasn't the shooter, he should have had his day in court, if at all possible. Even Timothy McVeigh and Terry Nichols had their day in court.
It is quite possible Micah X intended not to survive the night, however. If that is the case... he was quite successful.
