I think you have too high of an expectation for the oligarchs. As much power as they wield, it isn't total. Obama's Presidency with the movement of gay rights as well as marijuana legalization has proven that the people's power still exists too.
When majority of citizens disagrees with economic elites or with organized interests, they generally lose. Moreover, because of the strong status quo bias built into the U.S. political system, even when fairly large majorities of Americans favor policy change, they generally do not get it.
As for Trump, he IS one of the oligarchs. He's even admitted it before.

While he might be part of the Elites, he himself is not an Oligarch and would be hard pressed to take them on.
However, Hillary is also an Elite herself despite lying about not being one. I don't know of to many people that aren't part of the elite club that can have their spouse meet with the Attorney General of the United States in secret while they are being actively criminally investigated and have nothing happen , except have no files charged?

Look the nation today, they have gone backwards.
