I wonder why the director didn't say anything about WHICH SAP'S were leaked? I want to know exactly which SAP'S were leaked. If they never reveal it for "National Security", then you can be sure that it will be a cover-up, and let's hope the Chinese or the Russians never hit our missile silos with those supersonic nukes.....

He's saying that there is no evidence of malicious intent. No evidence that she did this purposefully to release top secret info to enemy groups. So, no criminal charges. That doesn't mean there won't be some kind of other sanctions against her - I believe he said this press conference wasn't to address that.

Comey even said that negligence is enough, intention is not needed for charges.
Then he does not bring charges, after detailing her extreme negligence.

Did anyone notice that Comey looked really angry as he walked out?
I wonder if he will be resigning.
I wonder who put the pressure on him.

Does anyone still doubt the subject of the conversation between Bill and Lynch this week?

so, does this set a precedence that if the state can`t prove intent then they can`t prosecute?

so, if they can`t prove that someone intended to get drunk, drive a car and kill someone in an accident, then they can`t prosecute them for those crimes?

or

maybe this just reinforces the precedence that there is one set of rules for the rich and a different set of rules for the commoners.

Yes, but he also said that even if not prosecuted those people have been sanctioned and lost security privileges. The POTUS holds the ultimate security clearance, how could any reasonable person trust her with such Power.
