It generally starts at a very high amount that states and local government could not be expected to come up with. It is design to help a community during a major disaster. It has never been used for a mass shooting. A sad as this all is the City has not been severely demanded, emergency housing is not needed, the city and state are more than capable of handling this. FEMA only has so much in funding and they need that for large scale disasters.

It is not throwing Federal Money at it. This money is used for the ONGOING investigation and security. Sorry, you may think it is over but I know cops working 16 hour shifts right now protecting the city and outlying areas.
250 million for a convenience store and some dilapidated storefront. That was needed? 5 million would help keep this investigation alive...they killed it....and if you think it has nothing to do with the POTUS then he is a bigger turd than I thought.

No one is right. There is no winner. But in this case, since there were so many killed I would think it would constitute a national emergency. I just cannot believe I live in a world where a lot of people think that funding for a mass terror attack is wrong. I used Ferguson as a comparison to a tragic event. There are riots all the time. After games....parties....etc...there are not terror attacks everyday that could use all the additional funding needed to keep the area safe and all those affected ok.
What gives all of you, or FEMA, or the government the right to choose. Obama stepped up to ask for 250 million after a police shooting and he could not step up here? His admin gave them about 250k. I guess none of you realize that there are still 20 people in the hospital. How about some funding for those who were affected. Katrina handed out debit cards and we all know what happened there.
Stop comparing and have some compassion.
