Crowding the exit, which is a funnel, one could get dozens of kill shots in...you don't need to be highly trained, just an average marksman. Distance to target is probably 15-40 feet. With a rifle, that's not a difficult shot to make. The people that are being targeted are in shock, scared beyond belief and crowding towards the only way to safety that they know: the EXITS.
You have to remember that people, in most emergency situations, are going to look for escape: fight or flight. They're not going to think tactically. They're not going to think defensively. They're not likely to think at all...other than "ESCAPE." Therefore you get people piling up at the exit points, which makes the exit nodes effectively a kill zone.
Sorry if this analysis seems cold and harsh. I don't take this loss of life lightly. But being a former Marine I can tell you how easy it would have been for the shooter in this particular situation.
The death toll would have been much higher if this scumbag knew what he was doing, and had access to the tiniest bit of ordinance or explosives.
