Connecticut had developed a reputation from as far away as Florida as a place where people could buy fraudulent driver's licenses for as much as $3,500 without having to produce any identification. DMV workers also took payoffs for stealing the identities of legitimate license holders, police say.

They need to stop using Social Security numbers as a form of ID! This makes me so mad! It creates hell for the victims, they should quarter* people that do this!

NOTE: Quartering involves tying a person's limbs to four different horses and have them run in different directions, ripping all the limbs off the person.
