After escaping the Black Lodge Agent Cooper is possessed by Bob. He smashes his face into a mirror and mocks Harry "Where's Annie? Where's Annie!?" like an absolute mentalist.
It's one of the, if not the best season finales in TV history.

Oh yes. I agree. But as you described...it WAS the finale. So perhaps cliffhanger is the wrong usage of the term. Maybe, the continuing saga as the show ended...
