News agencies often have potential stories written up ready to go, in order to be the first for breaking news. Occasionally they will even have multiple variations based on what they think might happen, then tweak and publish the one closest to the confirmed event.

Sometimes (as possibly happened here) they accidentally hit "publish" instead of "preview", or someone forgot that the guy feeding them info asked them to hold off until the official announcement.
