How exactly is getting "too little too late" settlements from the Banksters that brought on the Great Recession a government "shake down" of banks?

Moreover, there is undoubtedly a law that governs what is to be done and can be done with money recovered as a part of a settlement of a suit brought by the United States Government. The executive branch is undoubtedly following that law. Mr Obama is not throwing parties with the settlement money ok!!

Mr Obama has had the most honest administration of the 21st century and most of the 20th century for that matter.
