I understood what he meant. He's upset that states cannot trump that of the federal ruling. To him it's not really about transgenderism but about the states' right to vote and make their own rules. Cross dressers and Drag Queens are not transgenders.
Gender Dysphoria is recognized as a medical condition. Not an act.
