Tannerite is made to only explode when it is hit by the speed and force of a bullet,this would make it pretty difficult to use for as weapon of terrorism as it would need a riffled barrel attached to the Tannerite and some sort of contraption(or Rube Goldberg machine)to fire the bullet into the Tannerite and they would have to hope the bullet had enough barrel to travel fast enough to set off the Tannerite,on top of that Tannerite is actually a pretty weak explosive. Also if bought by a terrorist there is a paper trail leading strait to them and what they bought. Basically it would be more effort than it is worth for a terrorist to use Tannerite instead of a more powerful explosive that will achieve their goal than use a lot of Tannerite.
Bombs are not hard to make,using Tannerite would just further complicate the process with a higher chance of the terrorist getting cought before they even make the bomb or bomb might not even work in the first place,Tannerite isn't exactly an everyday thing to buy like fertilizer and other every day items that are used by some to make bombs with it is also more expensive to use before factoring in buying what would be needed to set it off. To sum it more trouble and risk than a terrorist would want

There's something you can probably buy near you, add to that, and have a REALLY fun time.
You can transform a pound of tannerite into a pound of fun, going from a weak heaving charge into something with enough brisance to cut steel, with one somewhat common additive.
I'm actually sort of surprised that no one does this, it's taught at 'blowing up people and stuff school' as an improvised explosive.
