Let's face it if someone talks you on to being a terrorist you all ready were. And honestly I'd prefer to see them see if they are unstable and push buttons while they are supervising it than it happening off some Web site.
You can't turn someone in to an extremist they have to be pretty disposed and a believer.

Simple if I tried to talk most people into shooting up a church they would turn me in. You already have to willing to do it before I discuss it. I can trigger a response but ultimately I can't force someone to do something against their beliefs or morals. If anyone can talk him into shooting up a church he had made those choices long ago in his beliefs. Even people mentally unstable most have their own morals and beliefs. If he was just so mentally unstable that anyone could talk him into anything as you state and he sees no difference between getting a burger and shooting up a church, someone needs to find a way to lock him up.

That's why you need to be careful with "new friends" -- especially if they seem to really support and be into the causes you are into. If this new friend starts to suggest radical things, urging you to "take action" or whatever -- alarm bells should sound.
