Testing for a possible successor for U-2? and anything CIA is always black.

Or possibly it is what it says it is, part of the "sensor re-host" project---they are testing mixing up payload & airframe.

Not to mention the Air Force isn't letting the MS-177 out for anything. When Northrop wanted one for UPA testing on the Global Hawk, the AF gave them something like three weeks for flight testing with it.
