Testing for a possible successor for U-2? and anything CIA is always black.

Or possibly it is what it says it is, part of the "sensor re-host" project---they are testing mixing up payload & airframe.

General Atomics is willing to do all sorts of stuff out of their own pocket. However, this is above and beyond.

Not to mention the Air Force isn't letting the MS-177 out for anything. When Northrop wanted one for UPA testing on the Global Hawk, the AF gave them something like three weeks for flight testing with it.
