As I understand it, this is the same person from your dream last year. Have you seen him since then in other dreams? One thing that came to mind when I read "the man looked at me oddly" was that perhaps this man was an entity of some sort that sensed something unusual about you and your presence there.
However, I was in a parking lot of some sort of building, when I asked a passer by where I was he replied "Brussel" and when I asked what countrythe man looked at me oddly and said "Germany"
Perhaps that black fog obstructing your view was the uncertainty related to this event. I believe that paranormal predictions and prophesies often fail to materialize because we do have a certain amount of freewill. Though there may be strong indications of a major event happening somewhere along our timeline, it is possible that intervening actions may delay it or even completely preclude it.
there was a black fog abstracting the view. (It was thick and was only covering a certain area almost like a barrier).

He is telling YOU something for some reason. I don't know anything about you, but you have to find out what the message is saying and what the purpose is for you having received it.
Suggestion: Concentrate on these symbols: (1) The red flags; (2) the sunflower seeds he was eating; (3) the pidgeons being fed.
