First of all. Why would he make a statement like that? Was it because the technologies associated were so compartmentalized it made it difficult for various contractors to work together since nobody knew the big picture technology wise on how everything was supposed to fit together in concert. And so development lagged. Or are they actually saying " yeah, were going to be more open about our stealth technology" cause I don't actually see that happening.
was he saying with the B21 were going to make it more affordable and capable by sharing technology data with the involved contractors?
typing this quickly while at work, not sure I'm conveying what I mean. hoping enough makes sense to be a viable question for the forum.

Generally high-altitude penetration is preferable to low-level... Not to mention the difference in stress loads. And the fact that the original ATB design went from the simple B-21 configuration to the saw-teeth arrangement specifically for response for low-level penetration, and I think you're seeing the move away from that preferring the lower signature.

Now if you think about sensor fusion and things like the RQ-170 and whatever else is out and about, combined with things like the X-37, maybe some hush-hush real-time satellite intelligence, etc then you're faced with many companions, and a sort of force multiplier that is pretty formidable.

My money would be on relatively cheap, modular, battlefield aware Drones like Lockheed's Minion.
Fly whichever configuration/s of robot wingmen you need in ahead of the main asset.
Is there actually any technological reason you couldn't have a Minion type smart drone that can also do Mach 4+ if you need speed?
If the B21's estimated payload is 20 tons it could carry 4 smart drones (at 7500 lbs each) per aircraft.
