Yes the deactivation bit needs to be quite advanced..but it cannot work on GPS..no non-US military system should work on GPS..especially if its not a NATO/non-NATO ally..The russian GPS is undergoing joint development with the Indians...

I thin kit would work on a dedicated WLL come cell structure of cellphones backboned by a dedicated n/w..
