It's for Master Masons as well as their close female relatives. Originally it was only the wives, widows, mothers and daughters of Masons, now it extends to even step-daughters, nieces, etc. but still relatives of Master Masons.

There are at least two Master Masons who are officers, the Associate Patron and the Worthy Patron. The PRESIDING officer is the Worthy Matron.

Senrak

Can a Master Mason join if he does not have any female relatives in the order?

Yes. Bro. Gerard already mentioned Scotland and the same is true in the U.S.A. I joined several years before I got married.

When I did get married my wife informed me that she has NO interest in it at all so I didn't go for almost 10 years but continued to pay my dues. Last year I asked for a demit so I'm not a member any more.
