Here is an idea.
Why not coat an entire area with some sort of detectable radiation or chemical exposure. If in a contained area that is known to have militant activity a marker is placed on everyone inside, it would be easier to track them and weed them out of a crowd later on.
You could use different isotopes or even chemical markers to paint militants with something identifiable for a specific area it was used in. If someone from that battle zone makes it into a civilian center you could find them faster without hurting innocents that are not involved. This has the added benefit of allowing the tracking of enemy movement and supply lines as such would have residual markers.
I heard that sort of thing is detectable from orbit. Also with hand held stuff. So just spray an area you know they are in with something to mark them.
Maybe something that only reacts to people.
