While I do think you are right that Obama will take credit for all positive gains made during his presidency, I do not believe he will blame anyone for the things going bad, but instead, he offers what he feels to be constructive solutions to current issues/policies that are currently not working.

I do agree that a prewritten speech does little to address the concerns of the Union.
Perhaps the format should be changed from a speech to an open discussion between the president and the public. Put the presidents on the spot, make them think of answers on the spot and make the address the real concerns of the public.
Do you not think that the current political agenda does not directly affect the state of the union?
