Lol they aren't enslaved. If $2 isn't enough they could always..leave for some other place..But they are getting more than that which is why they stay.
But I will say that I think the money we spend on them here would be better spent on building up their infrastructure and way of life and probably lessen their desire to immigrate.

Just throwing this out there to see what sticks. I'm more interested to see what others here think. But I will say that I think the money we spend on them here would be better spent on building up their infrastructure and way of life and probably lessen their desire to immigrate.
