At the very least then, someone in Turkey's law system did investigate, albeit from a somewhat different standpoint at the start, but still criminal
activity.

Then, (to me at least) it looks like someone, [ ? ] has used the heavy hand to overrule the Ankara Chief Prosecutor's Office, to give this
investigation to a in-house military paint job.
However, the Ankara Chief Prosecutor's job was an anti-terrorist and criminal investigation, and it all screams a usurping of the law by someone.
To me that's first off, an internal Turkish problem, and secondly NATO countries heads of state need to open their gubs very quickly, and with little
diplomacy, as to the status quo.
