Itunes isuse

Itunes is not working and to invest 250 mb to download it is a big chunk of my monthly bandwith. Right at the moment I want to send a ring tone to my iphone 5.

I've been searching for a nice free program that will do the job but many which I have downloaded rely on itunes to work. I have deleted I tunes as after following some advice on how to fix it, it stuffed it and besides. I'm not that keen on Itunes anyway due to its big brotherish way of working.
