I think that the problem is not the school and the safety it could/should provide. It is a whole string of things that have to change, starting at home. The fact that it doesn’t happen, is subject to another string of social and financial matters, like single parent households, income, employment etc. To change behavior at schools, you have to fundamentally change everything that leads up to that education. Everything you try to change at schools, without changing the rest, is merely mopping the floor with a running tap.
