it's bizarre looking. If it is a chimney etc (which I think it most likely is) it sure does look out of place.

Could it be some old obsolete regional solution to a building problem, sure. If it is, i have no idea what/why.
The ledge is currently deployed near the building corner, so someone was up there that day. No one is on the ledge either, which makes little sense. Why lower the ledge with no one on it?

It also would not be code. At least not now. That parapet wall is too close. Also nothing resembling a chimney cap or spark arrestor is present. I mean, ive installed chimneys for monkey incinerators, all manner of mechanical and industrial systems, and i am a certified home inspector. I'd believe it was John Titor with Darby Ogills little people trying to track a pot of gold from a rainbow before Id believe chimney.
Who is going to lift that big metal ledge over that chimney every 2 weeks to wash the windows?

Some kind of draft hood would be best guess, but still doesn't really make any sense.
