Newbie question about avatars, pls

(posting here as requested in the Avatar guidelines)

Sir Simon or MOD:
Forgive the basic ignorance as to procedure, but how, exactly, does one insert an avatar into one's postings? I've read the guidelines of course, and I saw, in my "control panel", where you ask for the URL of the avatar...but, what exactly does that mean.....the URL of my avatar?
The only logical assumption I can make, however accurate or not, is that I must create an otherwise blank page on my homepage site and paste the avatar there....is that correct?
I'm not a web newbie....but am new to this concept and just want to be sure I get it right the first time.

Actually its Mod's plural

yeah for sure- kinglizard is good person and artist- he did my avatar and many others here
