You can set the graph by date. It was 11.5% August-November of 2014, then dropped a little and was 11.3% in January.

A January article about the cover art.
Daniel Franklin says: “The arrows are taken from the graphic illustrating the story of China’s economy “The numbers to watch” and are Chinese ‘targets’. As it happens, the numbers on the graphic were adjusted in the fact-checking process after the cover went to press.”

Daniel Franklin, btw, is the editor of Economist. So, as pointed out, the actual content of the issue may be more indicative of the "meaning" than silly speculation about shuffling numbers on the cover art.

Pretty well settles it. Every element in the picture relates to an article in that issue of the magazine.
No predictions. No conspiracy. Only ATS speculation. Thanks, Phage. Again.
Still can't find a source for the claim that "“The arrows are taken from the graphic illustrating the story of China’s economy “The numbers to watch” and are Chinese ‘targets’."

The source is the editor of the magazine. If you want to disprove it, go ahead and get a copy. Show us that the graphic is not from that article.
Just because the numbers are indicative of something mundane doesn’t in the least take away the significance of this prediction particularly with the French Presidents head right under the 2015
