National Security Office (NSO) chief Kim Kwan-jin may be facing an investigation over the decision to buy F-35s over the F-15SE. The problem was
highlighted by the failure to secure a major technology transfer from Lockheed for the KF-X program.
In 2013 DAPA recommended buying the F-15SE, partly because Boeing signaled a willingness to transfer certain technologies that Lockheed didn't. Those
technologies would go into the KF-X program designed to replace the F-4s operated by the Korean air force.
The decision was made to purchase F-35s under the Foreign Military Sales office. It appears that pressure was applied to buy the F-35 in spite of the
risk of not getting the technology.
