They can't force participation.
But they can force compliance with UN rules and regulations while operating a network city.
Who's going to enforce those rules and regulations?

Wait, I thought this was the true manifestation of a global police state. Are they going to control cities with money, or the UN jack-booted thugs that will physically enforce the global police state?
If it's money, what part of the initiative discuss' how cities are compensated for compliance? Do you have some info on that, or are you just making it up because it's the next conspiratorial step to take after it became quite obvious that the UN physically making cities comply was absolutely absurd?

That is the first thing that came into my mind when I read this, but why the UN have to get involved? under the US constitution they have no jurisdiction in US soil.
The SCN will strengthen... practices to address violent extremism in all its forms...we need determined action.. across borders
According to the US DOJ, The Strong Cities Network combats "violent extremism" and nothing else.

We have had threads about this in the past. If you care to do a the reading, you will find out that they consider gun "violence" in America a human rights issue. This program is meant to draw attention to extremism and to also rebuild communications and interactions in Muslim communities.
The plan is so nefarious that their ultimate goal is to hold conferences and workshops where they discuss their own communities and what they can learn from other's experiences.
