Waves are generally caused by winds, not tides. If there were no waves on Titan's seas, there could still be tides. Tides on Titan have been detected. Their large range seems to indicate that there is also a subsurface ocean on this moon. Titan responds to Saturn's pull more than it would, if made solely of solid materials.
