Horizontal Scroll Bars in Private Messages Out-box

I have horizontal scroll bars at the bottom of both the left and right sides of my out-box.

This makes it difficult - especially on the right-hand side trying to read the text of the message I'm focusing on.

I've tried to remedy this by "zooming out," but that seems to have no impact on the problem.

Is this part of the forum software and unavoidable?

I'm having the same problem from time to time, but it's in threads. Dark grey bars, same color as the back ground, across the page. Never where there is type, just between replies.
