Help ID these cameras- video, infared, or radiation?

For some reason I can't link the story.

I googled Forest Service gets LPR money. The IRS has them too.

Sometimes on those readers they need to be a distance from their target.

Any chance a road or trail is off in the distance?

The cams in question are to determine if the height of a truck or other vehicle is too high for the roadway, tunnel or underpass.

These are all over the entrances and traffic feeds to the mid-town tunnel and various other roadways & bridges in NYC. They usually come in pairs - one on the left and one on the right. if the light or signal is disrupted the cops know to stop the vehicle in question.

As others have said, it's an overheight vehicle detection system, which makes sense considering it is along the approach to a tunnel.
