I would say for the same reason you don't elect a jury before you have a suspect. Let the investigation complete, then move forward with international hearings.
The only reason this investigation is dragging forever is how to present material to make Ukraine look less guilty or produce a report that would be too inconclusive to who is guilty of this war crime.
If they had any proof Russia did it , it would have been long ago presented.
Unlike what proof RUssia has presented( which is laughable ) as proof...investigators make sure they have all their T's crossed and all their I's dotted before showing their evidence. Something RUssia hasn't figured out how to do.
If they thought they could exploit civilian deaths for their own propaganda, they would be falling all over themselves to do it.
